While Harris also supported eliminating taxes on tips, Sen. Catherine Cortez Masto (Nevada) was the only other Democrat to join Rosen in co-sponsoring Cruz’s bill. Culinary Workers Union Local 226, Nevada’s largest union, also endorsed the proposal.
But Rosen knew that Nevada, with the lowest percentage of college graduates of any battleground state, would embrace a proposal that appealed to its working-class image.
“We’re always trying to find ways to put more money back into people’s pockets,” the onetime culinary union member said.
