Culinary Union leader Ted Pappageorge highlighted the significance of the act for tip earners. "Vegas is the center of the universe when it comes to the I.R.S. tracking tips for tip-earning workers," he said. "It's something that will take a big bite out of your tax bill and it's what we thought we would end up - a compromise that gives people relief and injects more fairness into the tax code."
